Scope of Works

Shelford Constructions delivered the service station, retail facilities, showroom tenancies and associated fuel infrastructure.

The development included:

• 24 light-vehicle fuel pumps
• Eight heavy diesel vehicle pumps
• Underground petroleum storage systems
• Subterranean fuel tanks and pipework
• Service station retail facilities
• Refrigerated cool storage
• Lunch bar and takeaway outlet
• Three showroom tenancies
• Associated external and infrastructure works

Key Features

Service Station Infrastructure

A defining feature of the development is its capacity to service both conventional light vehicles and heavy diesel vehicles.

The facility incorporates 32 fuel pumps in total, comprising 24 light-vehicle pumps and eight dedicated heavy diesel pumps.

This required extensive underground petroleum infrastructure, including storage tanks and associated pipework connecting the storage system with the fuel pumps.

Retail & Customer Facilities

The service station incorporates customer-facing retail facilities including refrigerated storage and a lunch bar and takeaway outlet serving customers and the surrounding local community.

Three adjoining showroom units provide additional retail and commercial tenancy opportunities within the broader development.

Underground Petroleum Storage

The installation of the underground petroleum storage system formed a significant component of the construction works.

Subterranean fuel tanks and associated pipework were installed to service the extensive network of light-vehicle and heavy-diesel fuel pumps.

The works required careful planning and installation to manage the environmental and safety requirements associated with petroleum infrastructure and minimise the risk of leaks or soil contamination.

Construction Challenges

Brownfield Site Conditions

Liberty Station was constructed on a brownfield site, requiring additional attention to existing site conditions and potential contaminants.

This was particularly important given the installation of new underground petroleum tanks, pipework and fuel infrastructure. Construction activities required careful management to address existing conditions while protecting the surrounding environment during the installation of the new systems.

COVID-19 Industry Disruptions

Construction was undertaken during the COVID-19 pandemic, when supply-chain disruption, labour shortages, changing government requirements and extended material lead times were affecting the Western Australian construction industry.

The project team adapted procurement, programming and site-management activities in response to these changing conditions to maintain progress throughout delivery.
