Project Overview
Shelford Constructions delivered a forward works package for Meadow Springs North Primary School, providing essential site infrastructure and external facilities to support the development of the new education campus in Meadow Springs, Western Australia.
The works incorporated the construction of a new car park, play and equipment areas, shade structures, landscaping, a gardener's shed and dedicated water, gas and bin store enclosures.
A substantial civil and services component formed part of the project. Bulk earthworks included cut-and-fill operations, together with the installation and reticulation of underground sewer, drainage, electrical, water, gas and fire services. Limestone retaining walls and associated garrison fencing were also constructed to delineate the staged works.
Road pavement, kerbing and line marking formed part of the external works, alongside electrical and hydraulic services and associated site infrastructure.
Construction materials and architectural elements were selected in accordance with the operational requirements of the education facility, including areas intended to support early childhood use.
The project required Shelford to manage unforeseen site conditions, hazardous materials and multiple stakeholders while maintaining the construction programme. Education Infrastructure & Forward Works
Rather than being a conventional classroom construction project, Meadow Springs North Primary School involved the delivery of a substantial forward works and infrastructure package.
Shelford coordinated the civil, services and external works required to support the broader development of the school campus.
Extensive Underground Services
A significant component of the project involved underground services reticulation across the site.
This included sewer, drainage, electrical, water, gas and fire infrastructure, requiring careful coordination with the earthworks and staged construction programme.
External Learning & Play Areas
The project incorporated play and equipment areas, shade structures and landscaping designed around the requirements of the education environment.
Materials and infrastructure were selected with consideration for the facility's end users, including its early childhood areas.

Construction Challenges
Asbestos-Containing Materials
The discovery of asbestos-containing materials during construction required specialist management.
Licensed asbestos removal contractors were engaged to safely undertake the required removal works before affected construction activities could continue.
Latent Rock Conditions
Unexpected rock conditions were also encountered on site, extending the duration of several construction activities.
Rather than allowing these conditions to compromise the overall programme, the site team re-sequenced works and progressed activities concurrently where possible to mitigate delays and maintain the required completion timeframe.
Multiple Stakeholders
The project involved multiple stakeholders and external client contractors, creating additional coordination requirements throughout delivery.
Effective communication and stakeholder management were therefore important in coordinating interfaces between Shelford's works and the activities of other parties involved in the broader school development.
